Excel PCN (even though Parking Paid - Post Grace Period) Appeal Rejected

Hiya, 

I have read various thread before creating a new one - I wish I did read before creating an appeal. I have got a PCN in Iceland at Kingsbury, London.

Contravention Date: 20/03/2024
Entry Time: 18:21:17
Exit Time: 18:44:10
Private Land and Parking Operator: Excel Parking

Car park was free and Excel started to use since Feb, 2024. As journey was in the evening and it was free all those years so did not noticed new changes. When I noticed in ICELAND someone was asking for parking and then realized and went outside and paid for parking (roughly 18:37 or so) for 1 hour (£1).

When I received PCN as Notice to Keeper

1) Contravention Reason: 101) Failure to purchase the parking tariff for the registration mark of the vehicle on Site And/OR Within time allowed.

I did appeal and send bank statement showing the proof of parking however my appeal got rejected stating you did paid for ticket but not within time limit. Appeal response suggests I can go ahead and do further appeal to IAS but reduced rate will not be available. I have read various blogs of IAS and I feel its not worth it.

As a newbie I must admit I did fill the appeal form stating I was the driver and I wish I did read various blogs before hand about private parking company and then did appeal.

My Questions? 

1) Should the PCN not be clear enough in terms of contravention reason as whether ticket was not purchased? Or ticket was purchased but not within Time allowed?

2) What are regulations as my ticket was purchased after grace period of 10 minutes however it was for full 1 hour?

3) I am very annoyed with the fact that its not fair as I paid £1 and then If I pay what they are asking £60 so in total £61 where as someone who has not paid at all will be ending up paying £60?

4) Should the wait for CCJ letter is the best option or do I have to go through via IAS first?

Two observation(s)
I went back and took various pics and at entrance to read full board is not possible as it will require car to stop and its double yellow line.
Various other bay where the sign are missing too.

    You won't pay a penny now you're here.  Even if you get a court claim, you'd win.
