Can I ask for refund of college course fee over an undisclosed requirement?

The tutor will be firing off old templates because that is what he/she have probably been told to do, they probably haven't even read them in years!
My opinion, everyone will just sign them, or possibly not sign them, and turn up. I can also safely say that nobody will be social distancing or wearing masks when you arrive.
The tutor will also not be on any kind of detective hunt to track down the perpetrator who merely requested clarification relating to an out of date and unusual requirement.
If I sent out a boilerplate letter for a course and someone questioned the pre-requisites with my company, I would appreciate that the have actually taken the time to read them for once, and then I would completely forget all about it.
I think you may be overthinking things a bit too much.

Well, the tutor got in touch to say that masks weren't required but she'd sent out the sheet because some of the attendees were old and frail and could she open the door for ventilation instead. So I replied saying yes of course, then when I turned up at the class nobody was even holding a mask, Covid wasn't mentioned, and someone shut the door halfway through the session because it was drafty without a word being said. So everyone was right about it being a big fuss about nothing.
But by then I was in a negative mood because I'd been so stressed (not logical I know, but panic attacks aren't logical), I hated the exercise she got us to do, and when I got back to the car the parking app had told me the wrong car park so I had a parking ticket. Really not sure if I'm going back!
