Does this sign mean I can park at 2.30pm on Friday and pay for 4 hours and then pay for 4 hours again using the app without moving my car on Saturday at 8.30am and then move my car out of the space and back in to the space at 1.30pm on Saturday and pay for an hour and then leave for good at 8.30am on Monday without fear of penalty?

The max stay must relate to the parking period otherwise the times of 'parking control' would have to be extended...

Most parking on Highlever Road is for resident permit holders but there are some chunks like the above available for anyone.
The sign you have posted is for location 97556, which is at the St Quintin's Road end. I think the opposite side of the road is 97555. You can park there for a maximum of four hours, it doesn't matter whether you arrive at 1:30, 2:30 or 3:30.
The parking enforcement van probably does not come round after 6pm but if your vehicle is still there on Saturday morning you will get a ticket. Years ago the wardens on foot used to put a discreet chalk mark on a tyre to prove the vehicle hadn't moved overnight but now they just photograph any vehicles parked there on Friday evening and photograph them again Saturday morning.0 -

If you are parked there at the last visit on Friday (around 6pm) and are still in the same spot Saturday then very high risk of a ticket.
Arrive at 1:30pm on Saturday and leave before 8:30am on Monday?
Sorry, I don't know. You would have exceeded the 4 hrs max, but do they know? Do they care? It might depend on whether anyone complains that your vehicle stayed longer than 4 hrs so they couldn't get a space.
Are you just an ordinary Joe or are you in one of the many special categories (doctor, market trader, car club, EV, blue badge, etc.)?

If there are separate runs of bays with the same rules in that street, I think you'd be OK to re-park as long as it's in a different bay (and a different location code) e.g. opposite.
I don't see how you could possibly get a ticket if you were still there on Saturday morning, because Friday overnight is unrestricted and you are free to come and go, or stay overnight during unrestricted hours.
The overnight hours basically don't count and the 4 hour clock re-starts afresh, at 8.30am.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Wormwood scrubs carpark on Scrubs lane may be another option ....possibly cheaper although about half a click away.
I would check it as the times costs may have changed
