Dubai rain and flight cancellation rights/ loss of holiday enjoyment

Hello,
paid via credit card, via a website with atol protection, flights and hotel, and I have travel insurance from outbound 22nd april and return 28th april.
I suppose I am worried that the weather will be very bad, I will get delayed, and I really cannot afford to be delayed/ stranded, so do not want to risk going out.
am I right in thinking
1) the airline (Emirates) would have to put us on the earliest available flight back to England if there was a cancellation, due to adverse weather.
2) Any return delays, I could claim expenses for the time delayed, hotels, meals etc, but I do not know who to claim to (eg airline wont fly because of bad weather, floods).
3) I can decide to cancel my trip due to worry of weather being bad, but I CANNOT be refunded for this, even it if does turn out that I was right in advance?
4) LOSS OF ENJOYMENT- now if it rains badly, it is not the airlines fault or hotels fault, but is there any claim here to a party?
5) Is there any option to pay for an early flight back the airline/ credit card/ or travel insurance at the expense, if the weather is going to be stormy/ floods.
Just been stupidly unlucky.

No, of course your insured risks don't include "being worried about the weather in the future".
In any event, why are you worried, given the forecast:

Does your receipt say you have bought a package holiday or have you purchased flights and accommodation separately through the same website?
1. Emirates are not responsible for getting you home early if the weather is bad.
2. On a package your tour operator should help. Insurance may cover some events.
3. Disinclination to travel is not covered by insurance. If you cancel any refunds will be in accordance with the booking Ts and Cs.
4. No claim for this if it is due to weather.

Do you think that the very exceptional events of the past week or so will be repeated in quick succession?
1 - Delay for flooded airport would be outwith the airline control. The airline would need to re-schedule you to a subsequent flight.
2 - If there is such a delay for the return, this would fall to you or your travel insurance to cover the costs.
3 - You can change your mind and just not go. This will not be covered by travel insurance. Check the T's&C's of the booking, but "disinclination to travel" is unlikely to be refundable unless you purchased at fully flexible rates. You may be entitled to a refund of taxes such as APD (air passenger duty) regardless.
4 - Who do you think you might claim from? Not the airline. Not the hotel. Not your travel insurance. Maybe try to claim from whichever deity you feel is appropriate for the weather?
5 - You can pay for an early flight home on your credit card and then pay the credit card bill when it arrives. The cost will not then be recoverable from any other party.
You might be best to just take your holiday and make the best of it.2 -
If you are just holidaying in Dubai then you shouldn't have any issues at the airport now and flights seem to be back to near normal.
According to Emirates the big issue is getting the baggage that accumulated at the airport during the floods back to their owners.
There will be infrastructure issues around the city, suggest you check with your hotel and any attractions you planned to visit.
If you have pre-booked excursions etc and they cannot go ahead then you should get a refund.
As above, it is highly unlikely that anything of that proportion is going to happen again any time soon.1 -
