i think it boils down less to what actions you liked/disliked or agreed/disagree with but which rights under his/your lease and/or the council he is stepping over.
You might find he is harassing you.

I think that when he started painting lines on your front drive, then the boundary of 'civility' has already been breached...
You are clearly not going to resolve this dispute just by way of a friendly chat over the fence.No free lunch, and no free laptop

Sounds like Installation carried out by sub contractor with no supervision from Virgin should be at least 250mm
Even with our Openreach installation, although it goes through a buried conduit to begin with, the last couple of metres is clearly visible along the front of the house. That was actually Openreach themselves.0 -
In terms of reporting anything or getting heavily into disputes, you need to think about whether you are likely to end up moving house - I had ignorant people move in to next to us, slamming doors at 4.20am onwards and just acting in denial when asked to stop waking us up, incredibly loud radio during the day and all sorts. And when it came down to it, we felt ready to move house as we also had an increasingly busy road outside. If you start getting deep in to disputes it's awkward when you have to fill in forms declaring whether or not you've had disputes with neighbours, if you've had a hefty dispute but don't declare it anf a buyer finds out, the can take legal action.
Sadly it didn't seem to us like there's much help.snd support for people with bad neighbours. It was better to move.

Perhaps a suggestion to them that the council might be interested in their shed and the damage they've done to the council's property might not be amiss.....
