It is all too common to see people appeal to Smart Parking (LPS being the same lot) and just get Debt Recovery letters.
Typical Smart Parking 'mystery' of no rejection letter and no POPLA code. Your case was worse due to them misleading you (aka lying about liability).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My friend lives in flats looked after by Zone Property Management and I visited her on a day that the car registration machine was absent. This was 2 May this year. The registration machine is owned by Smart Parking.
The notice above the missing machine gave instructions on what to do if unable to register. I followed the instructions to email Zone Property Management with the details as required and attached photos showing the space previously occupied by the car registering machine.
I subsequently received a PCN from Smart Parking to which I promptly appealed, providing the same evidence I provided Zone Property Management.
I received an email to confirm that they received my appeal.
Next thing I know I get a letter from Debt Recovery Plus telling me that I now have to pay £170.
I haven't gone down the POPLA route as I'm outside the 28 day time limit; this info was on another Smart Parking email that I can't find without conducting a search so I didn't see the email when I first received it. My local CAB had me on hold for 33 minutes and then cut me off.
Debt Recovery Plus say they're hands are tied and all they can do is offer a 15% reduction on the fee.
Does anyone have any suggestions?0 -

IGNORE THE DEBT COLLECTORS, DO NOT CONTACT THEM. ! Debt collectors are powerless
Please start your own thread in order to receive bespoke advice about your case , one of which will be a complaint to Smart parking about the lack of a reply which either cancels the PCN or rejects the appeal and issues a Popla code. ( Typical errors of Smart Parking. )1 -
