I am new to this forum, so I apologize if this issue has already been addressed before. I need some help as I am in a tight spot.

Recently, I received two Penalty Charge Notices (PCNs) from Euro Parking Services. I appealed against them with the parking company and the Independent Appeals Service (IAS) as I believed I had valid reasons to do so.

Here's the situation. I go to a gym where parking enforcement has been in place for some time. Previously, parking bays marked with a heart symbol were reserved for gym users. However, a part of the gym has been taken over by another company, which has instructed Euro Parking Services to enforce parking rules on their land. This company has changed the parking bays from hearts to numbers and added bollards to them. However, four spots were left unchanged, and I parked in one of those spots on two occasions. This was even though there were empty spots with numbers available. As a result, I received two fines.

When I approached the office about this, they refused to help me. I then appealed to the parking company, which rejected my appeal with a generic response. I subsequently appealed to the IAS, but my appeal was also dismissed.

Since I was waiting for the appeal outcome, the fines have now exceeded the discount period, and I now owe £200 for what was a simple mistake.

Is there anything else I can do to resolve this issue?

To sum up, the rules changed at the gym, and I received two fines. I have failed in my appeals with the Parking Operator and the Independent Appeals Service. Now I am in debt of £200.

    You never received a "Penalty Charge Notice" and you have not been "fined". If you can find either the word "Penalty" or "fine" on your invoices, please advise.

    As a matter of interest, is the location at Jardines (UK) in Milton Keynes? If it is, there is another thread (you'll have to search for it) about this location. From what I can remember, there are several BPA signage failures. Also, check the time stamps on the ANPR images as there were discrepancies on the other one.

    What you do is take photo evidence NOW whilst those bays are still unmarked, and come back here when you get a LBC or court claim.  

    IMPORTANT: Tell EPS if you move house of course.

    You won't be paying, so put that out of your head. You don't owe anything.  You should never have even tried IAS, which is a farce.

    Sorry for the delay in coming back to you, yes it is that location. The time stamps say I was there for 10 minutes, I disputed the fact there are heart bays that used to be for gym goers that they haven’t changed. I’ll try find the thread, any idea what it was titled?

    Ignoring could be construed as unreasonable behaviour and if found to be the case in a civil court then it could cost you a few grand due to the unreasonable behaviour of ignoring the PCN. Ignore has never been recommended since Oct 2012 , for good reason

    That is total and utter tosh
    You obviously do not know what unreasonable behaviour in litigation is ( before you google it )

    I'm not sure what you mean by marks against you, but debt collectors are powerless and can safely be ignored. You should not ignore a letter of/before claim or a court claim.

    Get the photos asap as advised, and push your complaint up the food chain to the gym CEO and your MP.

    Nothing, like I said.

    Come back if you get a court claim because you must not ignore that.  As long as you act to keep your address updated with the parking firm & their toothless agents if you move, you CANNOT get a CCJ by following our advice.
