Council PCN - original notice not received

Hi guys,
I'm really hoping someone can be kind and help me out - I'm having a bad day!
I've come home from work to find a water leak from the flat upstairs, and a charge certificate from the local council saying that since I have not responded to their first PCN, i now have to pay £195. I never received the first notice, this is the first I've heard of it. It's not for parking, it's for entering a brand new low traffic neighbourhood area, that was so poorly sign posted that I still had no idea until this letter arrived. (To rub salt in the wound, I was giving a friend a lift to work after his car was stolen! There's karma for you)
As if that's not enough, I am going on holiday for week in the early hours of the morning tomorrow, so very I've got to deal with the leak and my landlord this evening, I really only have a couple of hours to do something.
I've tried looking at this forum for some help but it seems to be geared more towards parking fines, and very in depth, and I haven't got time right now!
I can contact the council through an online form, could anyone be so kind and to just point me in the right direction as to how I can let them know that I didn't receive the first notice, and if possible buy myself enough time to get back from holiday before having to find the money to sort this out, without somehow saying something that later comes back to haunt me?

You wait for the Order for Recovery (the next letter) which is the point where you can state that you didn't receive the PCN or NTO.
You don't reply to a Charge Certificate.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

When you do get back from your holiday, hopefully to a leak free property and following @Coupon-mad's advice, read this: -Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on https://ftla.uk (the recently started forum to replace/supplement Pepipoo), as they are the experts on council and police issues.You will need register before reading the FAQs, then posting both sides of your PCN with your query.PrivateCouncilPoliceIt would seem that Pepipoo is still active, although a "site not secure" message is displayed, therefore posters have a choice of FTLA or: -PrivateCouncilPolice1
