Barclaycard rewards card cashback

Hello.

So this card says 0.25% cashback on purchases. Does this Include things like water bills, council tax etc?

1% on council tax and other bills capped at £15 per month Int paid 3.50% upto £25000
Santander current account fee £3
1% on council tax capped at £10 per month no interest paid eligible for a savings account paying 7% on Upto £4000

Can you pay your council tax and water bills by credit card?

I could pay my water bill by credit card, but not my council tax bill. Here is what the card excludes:

"You’ll earn cashback on new purchases that you make. You won’t earn cashback on balance transfers, money transfers, cash withdrawals, buying currency or traveller’s cheques, or any cash-like transactions you make such as money orders or wire transfers. It also doesn’t include gaming-related transactions such as gambling, betting and buying lottery tickets."

I already have a Barclaycard forward credit card and my council accept it.
