What do the Terms and Conditions say about refunding fees?

As above, it'll be down purely to the T&Cs you signed up for.
Being strictly objective about it, it's not their fault you can't play, so it's not as though they've broken the terms of their contract.  If the T&Cs state that the payment is non-refundable then they would be within their rights to retain the payment.
However, even if they fees are non-refundable, it's possible they may agree to a partial refund as a good-will gesture - you would need to speak to them and ask if this would be possible.
If all else fails, would it be possible to sell your membership to someone else?  This may not be allowed in their T&Cs, but if it is then you may be able to recover at least a portion of your costs.
But this is all just supposition without knowing what the T&Cs actually say.

The T&Cs are important but it's not purely down to the T&Cs.

As it's a consumer contract they can only keep the actual costs they incur as a result of your cancellation.

For example, if you had booked a hotel room here in Edinburgh for the Festival in August, it is certain that they could re-let it on the same terms, so they could only retain the small admin costs for changing the booking to someone else.

If you book a hotel stay and they can't re-let it they can't retain the costs of any meals etc. which you have not taken.

Golf club membership is more difficult because they might argue that their outgoings for greens maintenance, club house facilities, etc. are essentially fixed and not lessened in any way by your cancellation.

Are you permanently cancelling or are you looking to re-commence your membership when your hip replacement or whatever is healed?
How popular is the club? Is there a waiting list and a fee to join?
You might be able to argue that they can easily replace you with a new member from the waiting list, so no cost to the club.
