Parking Charge from 'Euro Parking Services'

Hi all,
I'm writing on behalf of a friend who received a parking charge notice from 'Euro Parking Services' for being stopped at a petrol station for 4 minutes on the premise that parking at the petrol station is only for customers and visitors and only whilst they remain on the premises. They neither turned off their engine, or left their vehicle.
The parking company have rejected an appeal to themselves on the grounds that 'Any vehicle found parked onsite who's (sic) driver has gone elsewhere is liable for a parking charge notice (PCN)'.
They are a member of the IPC, who refer to a 'consideration period' in their code which allows drivers sufficient time to read and accept the parking terms and conditions. Their code states that the consideration period ends when the driver has accepted the terms and conditions which may be evidenced by 'the driver parking the vehicle and leaving the premises, paying the applicable parking tariff, or turning off the ignition of the vehicle and remaining stationary for more than 5 minutes'.
As they had merely stopped at the petrol station for 4 minutes, would there be sufficient grounds to appeal to the IAS? I'm relatively confident that there would be grounds however, I think they have been slightly dissuaded from doing so by the threat of paying the full charge. I have attached the appeal rejection letter if this is of any help. Any advice regarding an appeal to the IPC would be greatly appreciated!

Just ignore IPC firms after first appeal stage, all the time this rogue industry remains unregulated. They won't be paying a penny.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

How do you think they are going to prove that the registered keeper of the car "left the site", whether they did or did not? They don't even know who was driving.2
