Can anyone answer a question re leaking roofing felt on a new roof being installed???

So we are having a new roof on our semi detached house and they started today. They have put new roofing felt on two sides and already put tiles on one side which is great. However we had a thunderstorm today after they left so i checked in the attic ( which is loft boarded so i could have a good look) and where there is new roofing felt but no new tiles yet, we have four of five different leaks over one side which ive had to put buckets under,
i will tell the roofer tomorrow when he comes, but i dont want to be fobbed off….my understanding is that roofing felt should be watertight with or without tiles on top, so have they installed it incorrectly?
i did note that there are no leaks where the new tiles have already been installed.

Roofing felt is watertight until the wind blows the rain up hill
That wont happen when the tiles are on2 -
