Business or domestic ?

Hi. I've been in my flat above a business since August last year. My landlord (business owner downstairs) has been sending me meter readings and my share of the electricity as I don't have a meter in the flat but a sub meter from the business downstairs. I have recently found out that's it's only a business account and I've been paying towards the standing charge etc. Two different engineers have told me as I'm on a sub meter I shouldn't be paying the standing charge, just my unit cost. My landlord is having none of it and says it's too costly to fit my own meter. Does anyone know for sure what the rules are. I cant speak to British gas about it because I'm not the account holder.
