What is the name of the legal services company?  Was it a solicitor such as BW Legal, DCB Legal or Moorside Legal?  what did it say exactly?

After nealy 1.5 years, over which PCM threatened me with legal action several times with letters from moorside legal, i have now received a letter of claim from BWLegal. PCM issued me 7 tickets during that time. The total they are asking me to pay is 1200!

To remind i was parking in the underground car park of a privatly owned block of flats. I own a flat in the building and was living there. L&Q is the landlord/building manager and my contract with L&Q has no mention of PCM or any such company anywhere in the contract. One fine day a few years ago PCM boards came up in the car park without any notification to us. And they started issuing fines.

I have followed advice from this forum and ignored them over the last 2 years. I have since moved out of the property and park my motorbike at my new residence. Should i continue to ignore them? Call BWlegal and notify them of change of address as the letters still go to old address and still ignore them?

how are these companies allowed to operate? This should amount to harassment due to the threatening language they use. Can we as citizens not bring a class action against these clowns?

You must inform them by sending a Data Rectification Notice to the DPO info@pcm-uk.co.uk FAO Data Protection Officer giving your new address for service and requiring them to ERASE your old data and inform all and any of their agents and subcontractors of same.

Dear Sir/Madam, I refer to your Letter of Claim dated 25 August 2026. I dispute the alleged debt in full. My dispute concerns the legal and contractual basis upon which PCM claims that it was entitled to impose and recover these charges from me. Before I can properly consider your client’s claim, please provide: 1. A complete copy of the contract or other agreement under which Parking Control Management (UK) Ltd (“PCM”) was authorised to operate and enforce parking during the period covered by the seven PCNs. 2. Evidence that this agreement expressly authorised PCM to issue and recover parking charges in its own name, including against existing leaseholders and residents. 3. The contractual terms upon which PCM relies for each of the seven alleged breaches, including the contractual basis for the £170 charge per PCN. 4. Evidence of how and when PCM’s parking enforcement scheme was introduced to existing residents and leaseholders, including copies of any notices, letters, emails or other communications notifying residents of PCM’s appointment and the terms of the scheme. 5. Confirmation of the date on which PCM’s enforcement scheme commenced and the precise land covered by PCM’s contractual authority. The photographs establish that the motorcycle was parked. That does not, of itself, establish the separate contractual proposition that PCM had authority to impose and recover the claimed charges from me. Please therefore provide the above documentation so that I can properly understand and assess the contractual basis of your client’s claim. Please treat this as a request for documents and information under the Pre-Action Protocol for Debt Claims. I reserve all rights and do not admit liability for any of the seven PCNs. BW Legal have closed my case per their online portal. They never responded to my message. Does that mean I can now consider this matter resolved?

No you can't. PCM cases are normally passed to Gladstones to litigate I think.
