Enforcing Financial Consent Order D11

Hi, I’m wondering if anyone has experience in filling in form D11 to enforce part of a Financial Consent Order from June 2023. We undertook to use the New Finance Bill to mitigate any Capital Gains Tax but ex is refusing to utilise the extended private residence relief available to him on the sale of former marital home.
I’m not at all sure how to go about this, Any help would be appreciated.
