Fixed tariff information

Hi I am a bit confused. On the money expert site it lists site the octopus fixed price tariff as worth considering at 3% below the price cap. However, when I use the calculator further down the page it says it is not worth it as money saving expert recommends fixed prices to be 9% below the price cap. Can anyone explain this please as I do not know whether to switch from flexible to 12 months fixed

    Cheapest fixed rate tariff, cheaper than current energy cap with no exit fees has to be worth considering.
