Backdated utility bills on a Park Home.

I live in a Park Home. The usual quarterly utility bills have not arrived (April 1). It is rumoured that the price of elec and water will increase. Does the park owner have to give 30 days notice of an increase and can he backdate this increase

No, they aren't legally an energy supply. They also cannot make a profit on the supply so will simply be passing through what they've been billed including any creases in their commercial rates they've had to pay.1
