It clearly met minimum braking effort. And that's about all that's tested.sevenhills said:

So maybe it just looks bad, but OK?
The MOT is not maintenance. A halfway-decent service would take the wheels off, Mr MOT can't.
But just from that pic, I'd guess that the caliper's a bit grotty and corroded, and not sliding freely, so the pad's not fully contacting and cleaning the disc clearly.0
