It is not a fine. The registered keeper should appeal around day 26, or the day-to-day keeper (you) should appeal around day 26 using the template in blue text from the sticky Announcement for NEWBIES, unaltered save for a one liner that since the site is not relevant land where railway byelaws apply as defined by the PoFA 2012, the keeper cannot be held liable so APCOA should cancel now to save themselves money.
Do not under any circumstances identify the driver. The driver got a notice to driver and handed it to the keeper. The registered keeper or day to day keeper should appeal.

Thank you for your communication regarding the above Parking Charge Notice (PCN).
What you need to do now
So I can contact the driver for payment of the amount due, please let me know their name and address. Please let me have these details by 24/07/2024.
What if you do not know who the driver of the vehicle was
As you are the registered keeper of the vehicle, I am assuming that it was being driven with your consent and that you will therefore know who the driver was.
If you do not provide details of the driver by the date shown above, we will continue to contact you for payment of the parking charge on the assumption that as the registered keeper you were also the driver of the vehicle.
Alternatively, payment of the £170.00 outstanding can be made online or by phone.

What will happen if you do not name the driver of the vehicle or make payment
If you do not name the driver or the amount outstanding is not paid by the date shown above, it will be recommended to our client that court action be taken by them to recover the amount outstanding.

Under the Pre-Action Protocol of the Civil Procedural Rules, court action must only be viewed as a last resort. By requesting the driver’s details we are attempting to avoid this outcome.

Why are you continuing to ignore all the advice here and in the Newbies/FAQ thread?
DRP are a debt collector. Ignore, ignore, ignore. Which bit of that did not register?

1. DRP cannot do anything except send you scary letters in order to make you poop your pants and capitulate.
2. All they are saying is that they will continue to "contact" you. Let them waste their postage and paper. Use them as kindling or to line the bottom of a cat litter tray.
3. Never mind the fact that DRP are powerless to do anything, even the PPC cannot hold you, the known keeper liable for the unknown drivers heinous sins.
So, just continue to ignore.2 -
