Customer claims item not turned up but it then arrived after I sent refund.

Around two weeks ago I sold an item - 2 of a set of 5 Allen keys for £10.85 Inc P&P.
8 days later, 5 days ago, I located one more of the set so I asked the buyer if he would like it.
No thanks he said, just give me a refund as we have purchased elsewhere?
Somewhat confused I replied repeating the original question and asking what he meant to which he THEN said that the item didn't arrive? This was news to me.
Ebay rules stated refund must be given by 11th so I refunded him today and also sent a message asking him to refuse the item if delivered, and to let me know, as I may then expect them to be returned.
Amazingly, an hour later I received this
Hi Terry
I requested a refund yesterday and the allen keys were delivered today.
If you have already processed a refund you can arrange to collect them as we don't need them as we got one from somewhere else.
Please advise what you want to do.

The refund request was days ago, in fact, not just yesterday but he now has my tools AND my money.
Where do we go from here?
Do I just move on (Only a tenner!!) or do Ebay have a rule covering this.

Because like you I had refunded voluntarily (as opposed to waiting for EBay to step in) when I contacted them they metaphorically shrugged their shoulders and said sorry nothing we can do. Which I suppose logically they can’t take money from an account

This is down to the buyer to contact you to make the payment due unless you stated they can keep the item if it turns up. Probably better if it hadn't then you could have gone through a lost item. But if the buyer is honest they'll either return it or arrange payment use their telephone details if available on the purchase call them.0

As others have said, unless he's willing to co-operate, there's unfortunately probably not a lot that you can do, especially for £10.However, you said "he now has my tools AND my money". He does have your tools, but not your money.(At the start of the transaction, you had tools and no money. Now you have have no tools and no money - so you have lost your tools, but not your money.)

You could book a collection via Royal Mail from his home if it's worth it financially.

I have opened a case for non delivery and had the item turn up the following day. It happens and more
likely if you buy a lot.
Also had sellers say they will send me another due to the number of days and I had to say I was not in a rush for the
item just wondering if other customers had said postage was slow currently.
One of the items was a small 2nd class packet took 12 days to arrive after the seller posted it. Postage
