I updated my dvla and got a letter from a debt resoltuoon service saying 'pursuant to the tribunals, courts and enforcements act 2007 we have been instructed to enforce penalty charge notice. I never got the original letter or chance to appeal. Is there anyway to appeal

Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on https://ftla.uk (the recently started forum to replace/supplement Pepipoo), as they are the experts on council and police issues. You will need register before reading the FAQs, then posting both sides of your PCN with your query.PrivateCouncilPoliceIt would seem that Pepipoo is still active, although a "site not secure" message is displayed, therefore posters have a choice of FTLA or: -PrivateCouncilPolice2

Probably. However, we deal with parking charges from unregulated private parking companies. You will be better off asking your question over on the Free Traffic Legal Advice forum at https://ftla.ukIs there anyway to appeal
When you say you "updated your DVLA", do you mean that you update your drivers licence address? Did you also update your V5C address? These are two different actions you need to make when you change address. They are not linked.2 -
My driving licence

Local Authorities (and private parking firms) access DVLA-held registered keeper data as recorded on the vehicle's V5C logbook. The driving licence in this respect, is irrelevant.Sam87 said:My driving licence
ThanksPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
