Ebay sales overseas - how does the courier know the charges have been paid ?

A bit of advice please , just sold an £100 magazine to a buyer in Greece on ebay . I normally use GSP but the buyer requested it to be sent direct to save on some costs so will be using royalmail international signed for .
They have paid the full amount including shipping and import taxes ..
How will Royalmail / courier know that the charges have already been played , dont want it to land for the buyer to be charged again and refuse the item
I was going to use Royalmail tracked and signed international but through ebay but is only insured for £50 so want to go direct to Royalmail where it can be insured for upto £250.
any help would be appreciated.

It is done via the tracking number but also had the words "IOSS" (one stop shop) on the label but I don't know if this has changed.
