Water Damage in an own property

Hi Everyone,

Im looking for some advice regarding water damage and who is liable for the repair costs

I own a top floor flat in a HA owned building who i pay a factor bill to every month, i have been there for around 4 years

Back in mid February i noticed 2 damp patches on my living room and kitchen roof, i informed the HA right away via email and someone came out the next day to inspect the roof (from the ground level) and they determined that they need access to the roof to fully assess the problem.

Since that day there has been no updates from the HA outside of telling me they need to get roof access, over the month of March the damp patches have grown bigger and more separate patches have been appearing on the roof along with the plaster cracking in almost every room of the property, i have been keeping the HA aware of this via email but i didnt get any responses in March at all,

i came home from work on Friday to find that one of the patches has started to leak water into the living room, i again called the HA and they sent someone out to do emergency patch work but they couldnt reach or even identify the problem due to the shape of the roof, so nothing changed, i moved out over the weekend due to the coldness and damp smell and when i went back up on Monday evening the water damage had spread significantly across the living room, again i have informed the HA of this and raised a complaint as around 7 weeks have now passed since i first reported the issue and the repair costs are going to be significant with the damage getting worse each day it rains. I now have black mould appearing in rooms aswell which will be a health issue for my new born baby who is due in May.

What i want to know is can i claim against the HA for the repairs that are going to have to eventually carried out inside my home due to the length of time it is taking to resolve the issue?
