Building services charges from council

We’re in process of getting planning approval, which is pushing up costs massively, we’ve now been told we need building services approval for our new roof tiles and insulation. This is not a new build but a normal house ( we only need planning permission because when built 28 yrs ago permitted development was removed) building services want another £1,000 from us to approve/inspect our roof. This seems extortionate for probably 1 visit.
Is this really what they charge or have they misunderstood the brief do you think? No changes to external look of the roof. Just new tiles and more insulation

Sorry yes building control. Replacing roof tiles like for like but adding insulation1

That does seem a lot for BC. I paid about £750 for my extension which will probably end up having a dozen visits.0
