A reciprocating saw might be a good tool for this, especially if you can find a very short blade such that it can't touch the roof covering as you run it down the side of the rafters.This^Using a power saw it would be very easy to cut through tile battens as well, leading to a much more expensive repair job. https://sprayfoamremoval.co.uk/ There was a piece on Watchdog a couple of years ago where they mentioned this company for removal of sprayfoam. It may be worth trying to get an estimate of cost from them.

Assuming that the felt layer is intact, what harm can be caused by this foam as long as it's kept away from the rafter sides?
