My local council has had numerous five foot. trees planted over the past few years and many have died.
I believe that they were poorly planted. They are now having a meeting about the way forward. How do we get a tender to inspect the trees and how do we get a tender to plant more trees?

Not quite sure what you mean by “tender”, getting a quote?

FWIW local council elections are next month, get on to local or wannabe councillors now and press the point.

Depending on where you live, there is "free" Government taxpayers' money for levelling up which can include tree planting
Both my local & County council have & continue to provide trees

Is there an active Tree group, locally?

It is difficult to deal with something which I know little about, other than common sense and Google.
I guess that the trees that are already planted will either survive, or not. After a few years they are going to do anything.
One council planted whips, which were very easy to plant and cost very little, so their survival rate was less important. The parish could has planted, probably hundreds of 5+ foot trees, some were snapped in half by vandals and some just died, due to poor planting and a dry spell 2 years ago.

Encourage them to plant them at the right time of year, autumn.

Otherwise it's just perseverance and finding others to support your ideas.
Greening up is a current (and necessary) thing. We need it to give a place for insects to breed to improbe the bird population but these committees only think about popularity.
You could emphasise 'greening up' and places that have done it. Look for reasons, ideas and sucesses in other parts to give them something solid to go ahead with. Research is the key

I wish you luck. Our council tried to plant wildflowers in two areas that were totally unsitable and not maintained. What they didn't realise is that they were digging up wild flowers to make these attractions.

The government decided we should have a Round England Path. There is no money or will to maintain it so it has overgrown and what they didn't take into account was that it would disturb wildlife. The birds that have bred in the coastal area have lost historic nesting sites.
