Renewing hgv license - Form D47P states ‘a fee is not required’

As above, reviewing my driving licence which includes HGV license, top of the for, next to my name and address in capitals it states: 

NO PHOTO IS REQUIRED, HOWEVER YOU MAY CHOOSE TO UPDATE YOUR PHOTO.  A FEE IS NOT REQUIRED.

being unsure I checked about driving licences on the MSE guide, and it says a £17 fee for postal applications (I’ve got to do postal as need to include my D4 medical form).  On here also says to renew photo by exp date on 4b on licence (my date 4b on licence is 15 Apr 24) , even though DVLA form D47P says not required.

any advice please? I don’t want it returning to me, but also don’t want to pay out if on the form itself tells me no need to?

I renewed my HGV licence last year, you are correct that there is no fee which I found a little surprising, you only get 5 years on the licence though.

I assumed it was something to do with the push for lorry drivers following Covid.

Thanks Jfk, the form makes no sense. It then offers me the option to update my photo, no fee. When I search online, some pages say it’s £17 to apply by post if updating your photo.

unlike DVLA to be awash with red tape and confusion!
