Ipsos Knowledge Panel, won't stop sending junk mail

first time  receive this addressed to the occupier at m address, i returned it to them in their envelope telling them clearly, i am opted out of direct marketing etc. and not to send me their spam. today I received the third spam letter from them. I've told them clearly and in no uncertain terms I do not want their garbage and to stop sending it to my address. they are ignoring my instruction, or even sending more out of spite??
What department would I go about making a complaint to? surely this is harassment?

    You could try marking it as "deceased" but frankly they're just as likely to ignore that as well.

    It's just getting a bit much, that's 3 junk letters in the space of a month, that's fairly excessive.

    Pack the envelope full of this weeks junk mail and post it back to them.

    Received some marketing mail from a holiday company last week and it said to unsubscribe I can contact them
    and remove myself from their list.  The list I did not add myself to in the first place?  So nice of them.

    I hope they like their advertising leaflets for pizza and many other takeaway's and double glazing etc.  I added a note
    saying they could unsubscribe from junk mail if they contact me.

    I concur :D. We made an appointment to see HPB in Devon.  Just to turn up we were supposed to have a free gift, I can’t remember what it was as we didn’t get it.  We decided their model wasn’t what we wanted and told them.  We got swamped with literature until we moved to Devon  :D. It finally stopped
