Congratulations on getting such a good photo to identify. Though I'm thinking it's one that will be deleted sharpish once dealt with.
I found one cluster just above my head in the headboard so I think it made sense for them to crawl out onto my arms only and then go back into hiding. I found the poop deposits there too. I'll be keeping on top of steaming the whole bed. I haven't had any more bites or seen any in my random spot checks through the night. I sleep with the duvet on and only my arms face and neck is exposed so they stuck to feeding on arms.
I don't know how much it will help but if it's warm enough keep the window open at night. they are attracted to the carbon dioxide you breath out so this may reduce it a bit.
I thought I had these during the second winter lockdown. Turned out that despite the grouping and location of bites and 3 weeks of obsessive cleaning it was stress. But you have a clear photo.

I think I would go for vacuum packing all the clothes that aren't regularly used, bung each bag in the freezer for a few days. Leave them vacuum packed until you are sure the blighters are gone. good luck
