Tbf this is the first year I’ve seen/heard the 10 working days malarkey 

I’ve had a couple 2015 & 2013 ……. They weren’t issued until 28th & 30th April.

The more people contact HMRC with the same questions , in their second busiest month of the year, the longer it takes for the average return to be processed and any refund issued.
