ULEZ fine

I have travelled to Heathrow Airport three times in a 3 month period. First time was to drop our kids off, second to collect them and thirdly to fly ourselves.
My son pointed out the ULEZ poster as we dropped them off and I paid two fees to cover the pick up.
The 2nd payment was not taken as we didn’t enter the drop off zone and we didn’t get any fine from TfL.
We took a wrong turning when we went to park in March and drove through the drop off zone. I thought we were covered as I had an unused pre-payment.
When we got home I had a £90 fine for this error and a week later I received a second one for the car parking company driving the car back to me (I was on the flight at the time of the offence!)
TfL are not interested in either circumstances and want the full £180 from me. There is no payment option other than in full unless I wait for the fee to rise to £240 (x 2).
Can anyone explain why I received a fine for return journey compared to my trip in December? Same route, same car.

Has anyone successfully managed to pay in instalments as we’ve had a tough run of things financially and £180 just isn’t viable at the moment?
Thanks

I live in Wales so ULEZ is a minefield of confusion!0

Can you please go back and CAREFULLY read the charge notices you have received. You appear to be confusing driving through the Heathrow drop off zone and paying a penalty for not paying a ULEZ fine.
Your post, at lest to me, makes little sense. If the paperwork is from TfL, then it is nothing to do with driving through the airport drop off zone. If your paperwork is from APCOA, then it is about driving through the drop off zone.
Two completely separate issues.
If you need to check whether your car is ULEZ compliant, use this checker:
https://tfl.gov.uk/modes/driving/check-your-vehicle/

It is not ULEZ compliant. Both fines are from TfL not APCOA but APCOA have today confirmed the extra payment I made in December will cover driving through the drop off zone.
The first fine is for 5:55am when we were enroute to the airport from a hotel so it seems I have mistaken this fine for the drop off zone? It only gives a street name which means nothing to me.
Either way I took the same route in and out of the airport as I did in December so it makes no sense why I would get two fines this time and none then?

So did you make a payment to APCOA?!

Oh dear, i wish you'd found this forum before then!
It sounds like you've paid the one "fine" that you really didn't need to!
Maybe someone can help with the others, but this forum primarily deals with Private Parking Companies (like the one you paid).

If your issue is only with the ULEZ penalty from TfL, I suggest you take this to the Free Traffic Legal Advice forum at https://ftla.uk. Here we specialise in penalties and charges issued by unregulated private parking companies.
In future, if you get any charges from one of these scamming private companies, including any from the ridiculous APCOA, save yourself a lot of money an d come here first.2
