Can't Tax Car

The car is MOT'd (most recently in December) and I've checked on the DVLA website and it confirms that there has only ever been the one logbook issued, which is the one I have. I finally got through to someone on the webchat service after 90 minutes yesterday and he seemed to indicate they've had returned mail but as I was typing my response the agent ended the chat. Pretty frustrating.0
