Barclays share price improving and other shares?

Any idea why Barclays share price is going up?
Is this something across the board or is it just a select few companies? Likely to change at the end of the tax year?
And, finally, what effect might this have if I was wanting to buy an annuity? Hopefully it means that the pension pots are larger but maybe the annuities won't be as good?

They announced a £1b buy back starting February which could have something to do with it.0

Buy-backs do not increase the share price. The share price remains the same, but it does not fall as it would if the money was returned via a dividend. I feel that Bank stocks are starting to come back into favour after a very long time in the cold. Good dividends available and a lot of positive vibes on future returns.1

Recently many of the banks in Europe and the US e.g., JPMorgan Chase have been rallying. Good dividends and cash generation is what someone on Bloomberg mentioned today. Today someone else wrote that they think it's gone too far and they're overbought.1

6 month chart of BARC.L and $BKX which is the US banking sector. BARC is the orange line in the background. Rallying with the sector and both up around 40% recently.
