Now he's on the election roll, that should solve the problem. If he's not on the electoral roll, and has no other credit, there will be no evidence that he exists when they do their checks

Well done for helping him.  Some neurodiverse people can struggle to  manage money so having a chat with him about budgeting, saving and financial discipline would be useful.

Does he have any bank savings accounts at all?  Sometimes getting a current account with the same bank is easier and as others have said one of the internet only banks like Starling or Monzo might be ok with no overdraft facilities.  A mobile phone contract will help get him started on building a credit record.  As you say being on the electoral roll will help so good you have done that for him.

If he doesn't have photo ID he can get a voter authority certificate here  Just need a recent photo and his National Insurance number.

Good job he has someone looking after his interests as his parents haven't done a great job preparing him for adulthood.

True but the voter authority certificate won’t be accepted by banks as proof of ID

It sounds like he is best starting with a basic bank account.

He will need some form of ID and proof of address. Does he have a passport or driving licence?
