    Call the council and tell them that the housing association is letting garbage accumulate that is attracting rats.  See if that helps.

    I think I'd talk to the housing association first and tell them you've cleared the brambles but they need removing.
    Give them the option to act before getting the council to step in.

    Behind my back fence there's a piece of land that's been covered in brambles for years and people keep throwing their rubbish there and it's causing rats but the council / housing association never cleans it up so I've decided to clean it up but who should remove the rubbish.
    In a case like this our local council would supply you the bags and arrange a pick up of the collected rubbish.
    Many people like brambles at the rear of their property as it deters intruders and encourages birdlife.
