Universal Credit and disabled elements-are they means tested?

Hi folks,
My partner receives child tax credits for our special needs child, with both the disabled and severely disabled elements.
Child tax credits will be ending soon (waiting on letter any day now) and its then a case of deciding whether or not we will apply for UC.
I know there is a transitional one year period, that we could get UC. After that is up we would not be entitled as we have quite a lot of savings in ISA, well over the £16k max.
So just a few questions if its ok,
1 my partner gets carers allowance at the moment for looking after our child, with UC I understand there is a disability element but is that still means tested for over £16k.
2 To be honest as we have quite a lot in ISA we are even reluctant even to claim the transitional amount of UC for a year, so we definitely are having a lot of reluctance to do so. Anyone else in same position.
Any advice appreciated.

The carers part, is all part of the same UC claim. So all elements of UC, drop under the £16K limit.
Given transitional period. Why not apply & take UC for the 12 months you would be entitled to. If you still have more than £16K savings then after 12 months, UC will end. But you have gained the UC income for the year, & could also look at reducing savings to make life easier for your children & yourselves. So any special adaptions etc in your home.Life in the slow lane1
