Groundhog Day with Gas fitter/Plumber completing paperwork for guarantee

Before posting this I'd already looked at previous threads on same subject from 2016 and last year
The question is how  (apart from kidnapping) do I persuade/force a plumber to come back and fill in this vital paperwork.
Bear in mind, we ended up contacting GasSafe as he hadn't done that, also registering with our boiler manufacturer as he hadn't done that either.
We also ended up with a new wireless control thermostat, which while rathe reluctant to do this were assured if we weren't happy with it could refit the original one, which we kept.
This was over a year ago, we called him back before a year as the wireless thermostat wasn't very reliable. it still isn't, both pensioners, one with a life limiting condition, waking up to a freezing cold house is certainly no fun.
Promised to do annual boiler service, couldn't contact him so got another local gas engineer to do this. it was only then we realised he hadn't completed Benchmark papers, 
We are at our wits end, contacted Citizens Advice, given template complaint letter but struggling to fill this in for category.
Managed to get a reply from him last week with promises to call in but never did so back to square one.
Ironically he did a good job but can't get him to come back, we may need to sell our house but really need these things sorting out before we can even think of this, its a very stressful situation.

    Well done for keeping the servicing going.
    Did this second plumber not do the 'stat swap for you? Although annoying, the cost would/should have been minimal. Or, perhaps they'd work out why the wireless one wasn't working? What make and model is it - perhaps we can assist?
    For the benchmark, I can only suggest contacting both GasSafe and your boiler manufacturer - the former to report him and hopefully get advice, and the latter to confirm what you need to do in order to maintain the warranty.

    we have a Tado thermostat  and control panel. When it works it’s fine, our house has solid walls with insulation that can make Wi-Fi tricky at times, hence a bridge was fitted  in another room to help with this. My husband wasn’t convinced about replacing our old control panel and thermostat because of possible wi if  problems
    The plumber who came to give our first service could t believe the original one hadn’t filled in  any paperwork and said it was illegal that he hadn’t notified Gas Safe.  We were more concerned about getting someone to do a service than replacing thermostats etc.which were were promised would happen if we weren’t happy..
    We contacted GasSafe and they contacted plumber who then registered it and GasSafe sent us a certificate. They said it had nothing to do with them about our boiler guarantee,
    I did read that perhaps we could get another gas fitter to retro fill in Benchmark, it would cost  but don’t see why we should. As we’d paid for a job which hadn’t been completed.

    Reading old posts on this similar subject, it seems like this is not a new problem with certain plumbers.

  • Took advice from CAB, sent a registered letter stating the problems and gave him 14 days to put them right. Turned up just under the time limit and sorted everything. 
    Stated personal problems as no show.
    Still disappointed with the whole fiasco and ridiculous time scale it took to complete a 20 min. fix.
