Dealer released bought car having not taxed as paid for

Hi all, I was wondering if anybody knew the best course of action for this?
My sister recently completed a purchase of a 2nd-hand vehicle from a well known dealership in our local area. Car was collected on agreed date over a week ago as agreed with dealer.
When negotiating with dealer, my sister was asked if she wanted the dealership to sort out the tax on her behalf and if so, whether 6/12 months was required and the cost would be added to the invoice. My sister agreed to this and collected the car on the agreed date.
On the day of collection, my sister whilst waiting for the car was asked to pay he RFL left outstanding on the invoice and did so by card with a receipt being given. Saleperson then advised to wait whilst this sorted with the admin team where upon a few minutes later, my sister was advised that all was sorted, that this wouldn't show up on the DVLA until a few days so not to worry as all paid and sorted, therefore my sister left with the car.
Cut to last week and this status hadn't updated still so after lots of calling, the dealership advised that due to an oversight, the car hadn't been taxed after all as this needed to be done at a post office due to the reg number and would be done so. As it stands, despite chasing, they have still yet to provide proof they have done this and the car is currently on the drive as my sister is aware they released her to drive with an untaxed car at the moment.
What is the best course of action for her? Can anyone advise, thanks? She has proof of payment to the dealership specifically for the RFL.
