Buyer requests shipping to an excluded location

I auctioned a camera on eBay. The winner of the auction wants me to quote for shipping overseas to an excluded country. I also put in the description "Shipping to UK only. Do not bid if you want this shipped elsewhere" The buyer also have zero feedback. They've also not yet paid. This sounds like the start of a scam to me.
How do you "cancel" the results of an auction and re-list?

I think there's an option to cancel due to 'problems with buyer's address'. I'm surprised the system let the buyer bid with an address that's excluded from your postage options though.1

I don't ship aboard so I have set every other country to excluded under the 'places I don't ship to'1 -

Yes, I have set every other country as excluded. I add the extra comment in the description as buyers sometimes do not notice the shipping restriction.

I'd be surprised if the buyer ends up paying. I'm guessing they've put their postage address as somewhere in the UK to try and get round the restriction, in which case, it's the same as any seller asking you to post to an address other than their own.
