Hopefully not for a passport as I believe an application would be rejected.  Otherwise you could just take a Snip of it and adjust that.

Take the photo in a lower native resolution on the camera or device.

As above, I believe that a photo manipulated in ANY way is likely to be rejected if this is for a passport application.

    Rules for digital photos

The quality of your digital photo

    Your photo must be:

    • clear and in focus
    • in colour
    • unaltered by computer software
    • at least 600 pixels wide and 750 pixels tall
    • at least 50KB and no more than 10MB

What your digital photo must show

    The digital photo must:

    • contain no other objects or people
    • be taken against a plain light-coloured background
    • be in clear contrast to the background
    • not have ‘red eye’

If you’re using a photo taken on your own device, include your head, shoulders and upper body. Do not crop your photo - it will be done for you.

    In your photo you must:

    • be facing forwards and looking straight at the camera
    • have a plain expression and your mouth closed
    • have your eyes open and visible
    • not have hair in front of your eyes
    • not have a head covering (unless it’s for religious or medical reasons)
    • not have anything covering your face
    • not have any shadows on your face or behind you

Do not wear glasses in your photo unless you have to do so. If you must wear glasses, they cannot be sunglasses or tinted glasses, and you must make sure your eyes are not covered by the frames or any glare, reflection or shadow.

I'd recommend you have it done properly:

Get a photo with a code from a photo booth or shop

Before starting your application, get a digital passport photo from a photo booth or shop. Choose the option to get a code with your photos.

You’ll be asked to enter the photo code during your passport application and your digital photo will be added to your application.

If I remember right the passport application website will take care of cropping and so on when you upload the photo. If it's for any other reason, Irfanview is a good choice.

I've used Irfanview (there's a link above) when doing a passport sized photo to the Government guidelines (also above).
It's easy to change the size and resolution of any image.
That wasn't for a passport or driving licence but for a disability bus pass which uses the same Government rules for photos.
I have used Irfanview as my go-to image app for years now, it will do more than many paid for viewers/editors. It's easy to use straight off but once you do explore all of the options in the menus there are a lot of things it can do once you have found them.

Paint included with windows will let you resize it. But a passport photo may not have the quality needed to make it look nice

All the above programs can be used to resize for a passport photo but i have used https://www.idphoto4you.com/  many times for passports, driving license bus pass etc and not yet had a rejection as long as you print on decent quality photo paper where a hard copy is needed.
