Fence height with gardens on different levels

My next door neighbour is putting up a high fence. My garden is on a higher level than theirs. It currently looks like they are exceeding 2m anyway, but what is the maximum height allowable. Is is 2m on the higher side or is their a formula for working it out?

Its 2 mtrs without planning permission. But if your house is on a higher level and the fence is not above 2 mtrs on your side does it matter?0

I think it's 2m on the higher side. Mines on different levels and I easily have a 9/10ft fence on my side (3-4ft wall and 6ft fence) because my neighbour is raised higher than me.
I like it though because otherwise I would see their heads every time they went outside1
