Lowest electricity standing charge

Which electricity providers offer the lowest standing charge.  This would be for Cumbria and without the condition of installing a smart meter.  Thanks.

Octopus is likely to be about 4% lower.  Utilita (prepayment) has no standing charge but it's likely to be clawed back by a surcharge on the first few units used.  Unless your usage is very low (e.g. garage or outbuilding) you probably won't benefit.
Fuse Energy is likely to be lower.
