As long as it doesn't show any live content then - no.
Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0 -
And don't use BBC iPlayer (even if not live)0

ok, so are you saying i can watch the movies on there not the TV programmes. Whats classed as live content?0

Apple says that Apple TV includes some live elements.
You can watch everything else without needing a TV Licence.
The live elements will require a TV Licence to view if they are concurrent to a broadcast TV channel - that is they carry the same content at the same time.1 -
so as an example if Coronation Street is being broadcast on TV at 7:30 on a Tuesday then you cannot watch it on Apple TV at the same time
you are perfectly free to watch it as a later date on catch up TV if it's is on there1 -
