Likely an easy way to access a CW feed (there is likely to be a supply for boiler filling loop, if not a feed for HW if it's a combi boiler). There may also be a drain for the boiler condensate to follow??

I presume you won't be doing any of this work yourself? In which case, you just need a plumber to come and have a look-see.
You appear to have a power supply and a waste outlet (tho' that needs better access, I'd suggest).
That leaves a water supply. Do you KNOW what that pipe behind the skirting carries?
Hot...cold...gas...
What would you like to achieve? A DW beside the sink, and a WM in that cupboard? If so, almost certainly that's perfectly doable - provided there's enough space.1 -
