Other things that constantly use electricity and are often forgotten are CCTV, alarm systems, smoke detectors and doorbells.

You say the heating is turned off but this doesn't mean the boiler system is. Old boilers have pilot lights, newer ones will run frost protection if the temperature is very low, especially if they are in a garage or similar cold place.

Electric....clock radio, TV on standby, laptop left plugged in and charging, microwave & oven clocks, lights on timers to pretend someone's there. And your boiler which will have an electric bit running unless switched off completely which it appears it isn't.

Not a good idea to turn the heating off if you go away in February.  If it's really off and there's no frost stat you risk burst pipes if there's another Beast From The East and then you'd return to far bigger problems than an extra kWh or two.  Even the bill for months of metered water cascading through the house doesn't bear thinking about, let alone the damage.
Similarly, your building insurance probably requires a minimum temperature of 10-12⁰C to avoid mould (which wouldn't do your health any good).
Only water should be turned off, preferably at your own stopcock and the one in the road (they can get furred up and not stop the flow completely).
