S33 Environment Enforcement letter sent with 1 day to reply

Some helpful advice/insight/ legal reassurance is needed. Feel free to delete post if not appropriate. (Also I wasn't sure what category to put it in so apologies).
LONG STORY SHORT- I got sent a Section 33 letter from my local council/ environmental enforcement yesterday. Firstly, they attached evidence, and packaging with my name and address was found however the address they say they found it at, and the location of the photos do not match up (the photos were taken outside my flat where myself and other residents in the area leave our rubbish as we live on a high street). Secondly, the letter arrived yesterday, but it was sent/dated Friday 22nd March, post is slow, I understand (I use Royal Mail a lot!) . The letter said if they didn't receive a response within 7 days I may be prosecuted (and from what I've read issued a fine?), so I quickly wrote out a response and sent it to Special Delivery.
ALSO- extra detail, the investigation was in early February
Is it worth me emailing the council/agency as well to ensure my point gets across? I'm a law-abiding citizen (genuinely) and want to resolve the matter. The letter only gave the address of the agency and no email but upon further investigation I have found an email for them/the council. Annoyingly because they didn't leave a number /email on the letter I'm guessing it might be a no?
I have shared this query on other forums as I've never experienced this before and am looking for insight/ people who have shared the same experience etc.

    Your post suggests this is for fly tipping? 

    It's unclear what exactly the letter is for, I would assume if they have enough evidence for fly tipping they will issue a fixed penalty notice, you then have the option to pay or not.

    If you opt not to pay the council will decide whether to prosecute. 

    If the letter isn't a fixed penalty notice then they are probably fishing which means they hope your response is enough to incriminate yourself. 

    A photo of the letter, with personal info redacted, is probably easiest for better advice. :)

    And yes, the letter (or letters as I recieved two) are only letters and not FPNS. Bloomin heck! Anyways, thank you once again :)))
