PCN from MK center Milton Keynes - Ocean Parking

So i entered what i thought was a council carpark on the 16th March, purchased a ticket from a machine directly opposite our van from Milton Keynes Council. Ive now received a PCN from Ocean Parking saying that i didn't purchase a ticket. So ive appealed. Not outed myself as the driver and it was rejected as per below. So i cant check the signage because google is out of date but the previous poster regarding the same carpark has managed to find some recent images. Im not back in Milton Keynes until May but its interesting that they rejected the appeal but immediately dropped the charge to £20. How would you proceed. It seems really unfair that signage leads you to believe the carpark belongs to the council, you pay a council machine, park almost directly opposite it then get a PCN from a private company.
Dear Sir/Madam,
Your appeal against the Parking Charge Notice (PCN) issued for the alleged contravention of No
Ticket at Centre MK – E1.1 on 16 Mar 24 has been considered by our appeals team, having reviewed
the evidence and the details supplied by yourself your appeal has been rejected.
Your appeal has been rejected for the following reasons:
• On 16 Mar 24 at 12:26 this vehicle, Registration MA15ODE, was parked at Centre MK – E1.1
without a valid ticket being purchased.
• When parking at Centre MK – E1.1, the driver of this vehicle agreed to pay a Parking Charge
of £100 if they did not park in accordance with the terms printed on the contractual warning
signs.
• The contractual warning signs in place state: ‘Parking Tariffs Apply. Parking Tariffs apply
07:00 to 18:00 Monday – Sunday (Including Bank Holidays)’. Your vehicle was parked in
contravention of this term of the contractual warning signs.
• There is entrance signage and approximately 47 additional signs located throughout the car
park which explain the terms and conditions for parking at this site.
• A valid pay and display ticket was not purchased to cover the duration this vehicle was
parked on-site. Therefore, the PCN was issued correctly.
• There are four pay and display machines located on this car park and all signage refers
directly to parking tariffs applying.
• The pay and display machines at this location were used multiple times on the date of the
contravention.
• A full and part search of your vehicle registration shows this was not inputted into any of the
pay and display machines on the date in question.
• Although you have provided a pay and display ticket, as this is not for Centre MK – E1.1, this
is irrelevant to the issuing of this parking charge notice.
• Purchasing a pay and display ticket for the council car park, would not authorise your vehicle
parking within the Centre MK - E1.1 car park.
Ocean Parking’s Permit Management shows when a motorist has paid using the pay and
display machine, and how long they have paid to park the vehicle for. As can be seen in the
screenshot below, this vehicle registration, did not pay for parking at Centre MK – E1.1 on
the date of the contravention.
The operatives’ images linked below, show the time and date your vehicle was parked on-
site, we check this information against our Permit Management, to check the correct
amount has been paid into the pay and display machine, to cover the time a vehicle has
remained on site. As can be seen on the screenshot above, this vehicle registration was not
entered into the pay and display machines on the day of the contravention.
• It is the motorist’s responsibility to ensure a payment is made to cover the full duration their
vehicle is on-site.
• Centre MK – E1.1 is a pay and display car park; you have provided evidence; you did not
purchase a valid pay and display ticket for this location on the day of the contravention.
• The contractual warning signage in place throughout the site, clearly states the Parking
Tariffs which apply, if you have failed to read or chosen to ignore the contractual warning
signage in place, Ocean Parking cannot be held responsible for this, nor is this due to the
signage not being clear or visible.
• The evidence provided does not negate you from the parking restrictions in place, nor does
it justify you failing to purchase a valid pay and display ticket at this location.
• Ocean Parking have a contract with the landowner to enforce the parking terms and
conditions in place, and you parked in contravention of those terms. Our signage clearly
states the parking requirements and the costs of non-compliance.
• You have failed to pay for parking to authorise your vehicles stay at this location.
• Ocean Parking would therefore conclude that this vehicle entered site and remained on site
in contravention of the contractual warning signage in place, and that this PCN was correctly
issued.
Despite a payment not being made for the duration your vehicle was on site, as you have paid for
the wrong location, as a gesture of goodwill, Ocean Parking will reduce the amount of the PCN to
£20 if paid within 14 days from the date of this letter. After the 14 days, the full amount will be due
and payable.
This decision is final, and no further correspondence will be accepted by Ocean Parking regarding
this appeal, therefore you are requested to now submit your payment of the monies owing.

I’ve had almost the same today except I parked in the pink cheap area of the MK Council owned part but have seemingly purchased my pay & display ticket from the area next to it… I just used the nearest machine….My pending transactions shows my £1.50 payment (50p an hour - the exact same rate as the MK council rate) is to “Anchor Security Services”.When I got back to the car I had a PCN from MK Council saying I hadn’t paid for parking despite them clearly being able to see my ticket displayed and they will have known I have made what I can not see from threads has been a common mistake since at least 2015!!!I’ve challenged it online. Most of the comments in here are for the other way around - having a PCN from the private company - but mine is from MK Council.How is best to appeal this £25 / £50?
