    With next door being empty and cold in Dec it could have just been a cold wall for condensation to form on, if its still empty why is it not being used?
    Seems very odd to me that they couldn't get someone in within a week, Ask around how long it has been empty for.
    What's odd about it not having someone moved in within a week? Some social housing stands empty for ages due to

    * Works needed and trade capacity
    * Bugets (last financial quarter- may have been put on hold)
    * Property issues
    * The state people leave properties in (people don't seem to care how they leave their properties)
