Lidl parking charge - overstay due to card issue at tills

I have read the newbies thread again and hope this is understandable. this relates to Plan A
A third party who has been assessed as having an ongoing disability and has an NHS letter dated March 2012 stating "Given the duration and impact of her symptoms this patient might be considered to have a disability" since then their workplace has accepted the diagnosis and they have been given reasonable adjustments and HR are aware of the disability which is accepted. They are still affected by this as recognised by their work so well over the 12 months required by the Equality Act 2010 but do not have a blue badge for this.
I am telling you this as they recently had a bit of a meltdfown in a lidl store at the till being unable to remember the pin number for the card they had taken to the store. They had completed a large shop and would have left the store before the 90 minute allowed parking limit had they remembered the pin. They were very confused and sure they had it right but after 2 failed atempts did not want to try again.
Due to the embarresment at holding up the tills and the stress/confusion of not remembering the pin they also forgot their was even a time limit and as the lady at the tills was very kind to them and completed what they called a 'lay away' . This means they hold the shopping at the tills as they were already mortified at the situation and the shoping included frozen goods they felt they could not walk away and simply leave the shopping, thus they waited in the store for the phone call to confirm the correct pin. This meant they overstayed a 90 minute parking by 42 minutes including the time to contact the husband and waiting for the call to come back.
Why did it take so long well they phoned their husband who took 6 atempts to reach (he is a gas engineer and was on a job) once he phoned back, he left work and went home to get the pin number and phoned them back. They completed the purchase and left the store. There is a call log of the atempts to reach the husband and the call coming back in showing that they left imediatly they could pay for the shopping in the trolly being held at the tills. Also of course the till reciept showing they left very quickly and within a reasonable time after going through the tills.
Do you think parking eye would cancel the charge the Lidl customer service line was very sympathetic but as others have said refused to help.

Yes. Send PEye the receipt and explain. For a shop that big they'll cancel.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

the appeal asks who you are - driver/keeper/both/none what should they put?
Do you appeal as a third party or get the driver to actually do this
Also - below is null and void if the driver should complete the appeal
if the NHS letter about the disability is sent with the appeal they will have the name of the driver
if they then refuse the appeal the rule about giving the name will be already broken
should the appeal state the letter can be sent if required? or just send it?
Will the explainantion, call logs and reciept be enough?0 -

I appealed using the recipt (~£140) with value of the shopping to show had I not have forgotten my pin and had to wait for my partner to get it too me then I would have just left the carpark within the 90 minute allowed.
I did also mention that my cognitive meltdown could be considered a disability as it has been registered and has lasted over 12 months.3 -
Thanks for confirmation. PE will cancel charges at retail venues where there is proof of a spend, which we believe to be around £30-£35. £140 would clearly pole vault that lower hurdle.yellowelise said:@Umkomaas

I did also mention that my cognitive meltdown could be considered a disability as it has been registered and has lasted over 12 months.Retailers don't want PE fouling up relationships with valuable customers, but many do not have the determination (or knowledge) to fight the charges and submissively hand over their wallets, even though they will have spent much more than the £35 bar! But the chances are, they don't return to the retailer, who ultimately loses out much more significantly from a likely erstwhile customer than PE's just one-off £100 gain!
