Missing landscaper

I found a landscaper through a friend, and we have both found him wanting.
He gave me a quote to revamp my patio and remove a pond and lay to artificial grass. £4200
The work was to be in three stages with stage payments.
1. Clear the garden, level and remove all the spoil, with 1st stage payment of £1000.
2. He asked for a materials payment of £1947 paid by BACS
3. The final payment on completion not yet paid.
No work has been carried out for the past 3 weeks. all the soil and rubble are still on my drive. 
Lots of promises but no action. I'm not sure where I  can go from here.

Have you had the rain we have experienced in the rest of the country?  You obviously would like to see the work completed but as you owe him final payment be assured that he will get back to you.
